No valuable information is affected by the hole punch. Still has my picture, date of birth, drivers ID, and everything else thats important on a drivers license.
Apparently you cannot get a renewal online if it hasn't expired but have to do it in person. In person they tell you it is not required but I told them that the address I live at now is not what's on my license and since I was doing paper for a gun purchase I needed my address to match. (*i since have been corrected and did not need to change the address on my license, just my CA registration). Anyway, when you get a new license to replace a non expired license the common practice (everytime I've had to do this) is to put a punch in the middle. If it was already expired, not sure that they would need to do that.
Perhaps I am mistaken. Wouldn't a valid passport also suffice, despite the language in 16400?

While you can still drive, most bars will not take your license with a hole in it. When DOL issues you a new license they punch a hole in the old one to indicate that it is no longer valid. The bar has no way of knowing why the license was punched.
If you have a valid license in Washington State (i.e. It was not suspended or the suspension is over) and a punched driver's license, you should get a new one at the Department of Licensing for the reasons explained below. It's still a valid driver's license for driving purposes (an officer can check your status more or less immediately on her computer or via dispatch to verify its good) but a bar has no such ability to check the license's validity of a punched Washington State driver's license.

If I had just left my driver license alone and changed only my registration, the shop said that they would have been fine (if only I knew). Just be aware that the address that you swear to on the DROS must be your current residence address and if your registration matches your old address on your driver's license, and that is NOT your current residence address, you may be in for some problems, or, at the least, you may have to show them other proof of residence, e.g., a lease or current utility bill, etc.

I went for seven months with no license, due to their screw ups, and the fact that the local DMV office that processed my paperwork was closed for remodeling of the facility. After I was finally able to get a couple of paper extensions, I started using my then current CCW as a form of picture ID, even though it clearly stated on the card that it was not a valid form of ID. A valid passport will not fulfill the CA requirement and also not the Federal requirement as it does not have your address listed on it.

^^^THIS^^^ But also please note a minor distinction. A person's 'Driver's License' is never suspended. That terminology is often applied because it's easily understood (kinda like the DOJ's use of 'Possession of a large-capacity magazine' to indicate a violation of 32310 PC), even if not completely accurate. What is suspended is the person's 'Driving Privilege.' The distinction becomes significant when folks who never possessed a license, or who possess a foreign license, commit an act that results in the loss of their 'driving privilege.'

Finally, the other clerk comes back and tells me they can't accept either recent utility bill because the bottom part (the part you return with your payment) is missing and they can't accept vehicle registrations because they're both renewals. I said, ok, no problem, I'll just bring it with me when I pick up the pistol. So 1st clerk takes all the paperwork and is about to ring me up when the 2nd clerk tells him, you can't ring him up yet, he hasn't done the safe handling demonstration and he doesn't have a lock. So I just tell him that I'll bring a newly purchased lock, the utility bills, and do the safe handling demo when I pick up the firearm.
I'm from California and when i got my motorcycle license recently, they hole punched my ID on the expiration date and issued a temporary one til my new one arrived.
